7. d4 is an error, loses the d and e pawns. Breaks open the centre with your king in the middle.
9. Qe2 just loses a piece to the double attack that he played.
Then your situation was dire, but c3 is just terrible and loses instantly.
There's nothing wrong with 3. d3, although it has more bite against the 2. ... e6 variation (rather than against 2. ... d6). White should follow it up with a King's side fianchetto, though (g3, Bg2, O-O) and not with Bg5.
