    The thing about c3 over h3 is that Black cannot follow up the pin with Nd4.  White has time to play Nbd2 Nf1 Ne3, kicking the Bishop,  especially if you are playing d3 and then d4.  There's more.  Here is a game where Fischer plays c3 and d4 without pausing for h3.
