I'm playing Black. After Re2+, White did not respond, and ran out of time. Any comments?

maybe he did not see that you did not get him checkmate.

I would Nd2. black would take the knight .then I would play Qd2 and black would take white queen I would take the black queen.

I'm guessing that he didn't respond because he is lost.  If 22 Nd2 Qd3+ 23 Kc1 Qxc3+ 24 Kb1 Nd3 mates.  His only real hope to continue the game is to play 22 Qxe2--but it's not much of a hope.  No doubt he was feeling the chagrin of being 2 pieces up by move 10 and then allowing that to occur.  (By the way, you missed a mate on move 19 with Nf4.)
