The Reti gambit happens in the french actually.
After 1.e4 e6 2.b3, this is the Reti gambit.
What I think you mean is that 1.Nf3 d5 2.c4 dxc4 3.e3, and here b5 deserves the supposed "?", and rightfully so. White has many ways of approaching this position.
Or in yereslov's words: "6.Nc3 nor 6.b3 does not refute black's setup"
