Check out "Improve Your Opening Play" (Ward) or "The Ideas Behind the Chess Openings" (Fine) and you'll get an idea what are the basic goals for each side and what sort of play each move leads to. Then you'll know what's best for you.

2.Nf3 is the solid option. 2.d4 and 2.f4 are more ambitious (and risky).

13...Rc8 doesn't seem to do much as the c file doesn't look like it will open in the future.

13..Be6 can be met with 14.cxd5, Bxf4 15.dxc6, bxd6 when black has double isolated c pawns. Black has the bishop pair, but white traided his bad dark bishop, and has a great outpost for his knight on d5.

13...Bd6 seems a little passive.

I think 13...Bd4 looks more active than Bd6, but white has a handfull of good moves to chose from: Rb1, Re1, cxd5, Be3, Qb3 and even Ne2 seems ok for white.

To be blunt that's completely and utterly wrong. None is "best" It's all about style and preference.
