No theres no way in hell you can win that your best hope is for a draw.

Okay tough one, but i have been in a situation like this before and i done countless offers, then my chess mentor said:" If you offer draw and your opponent rejects, count up to 50 moves."

#2: For draw, try squeezing your enemy's king into a corner, then the rook (with the king's support) does a " perpeptual check. Then, it would be Drawn by threefold repitition in no time!
