That is an English opening by transposition.

Black has played 1...e5, which is the best move against either 1 c4 or 1 e4.

In Carsten Hansen's "Guide to the English Opening 1...e5", p. 239, he notes "2 e4? is premature: 2...Bc5 3 Nc3 d6 4 g3 Nc6 5 Bg2 f5 6 d3 Nf6 and White already has problems getting his pieces developed as the f2-pawn is quite vulnerable, Colin-Gulko, St Martin 1992.

The complete game:

Colin Mancera, Cleto-Gulko, Boris 2560

1 c4 e5 2 e4 Bc5 3 Nc3 d6 4 g3 Nc6 5 Bg2 f5 6 d3 Nf6 7 Nh3 0-0 8 0-0 h6 9 Qd2 fxe4 10 Nxe4 Nxe4 11 dxe4 Be6 12 Kh1 Qd7 13 Ng1 Bxc4  0-1
