Chess was a national sport, like soccer for Spain or Fotball for US. The chess magazines and books were commonly printed in million of copies. Westerners are ignorant of the rest of the world, but the rest of the world does exist, and have culture and traditions which should be respected. The fact that you don't know about Chinese Chess, and maybe never played one game, doesn't mean it is not followed by hundred million people in China, and that the Chinese do often make the rules convenient for their champions, because of National pride. As example, read Josh Waitzkin book: "the art of learning," and you will discover how in his new career/sport (he became champion of push-hands, which for a westerner is laughable, since he/she doesn't have the knowledge of what that is) he was cheated by Taiwan officials at the world championship, because they were clearly helping the Taiwanese athletes to win.
So the propaganda machine is generally directed at what the masses care, and for Russians and the former Soviet Union, Chess was a sport practiced by the masses. Chess also has a reputation (I'm not saying it is true) that is played by smart people, and that was also used in the propaganda of the period.
This case was discussed at length, and I believe there is an article which shows the games were fixed. Here is the link:

I heard, if a Russian says they don't know how to play chess, it's because they only have a 1500 rating.
i m playing in chess.com but its a bluddy bastard big cheater 20 times in between without disconnect remain in games suddenly over n give massage black won white won without even any checkmate also. I took a look at your history and it seems like you are getting disconnected. If you leave a game for too long you will lose automatically. It is most likely a connection issue with your internet.

This is one of the games that Fischer said was fixed (along with many others played between Botvinnik and Keres), it happened in 1948. It seems that Keres in order to have his life spared, had to let Botvinnik win. In these days I'm studying endgames, and this is a draw (my study position began at move 30), but strangely Botwinnik wins. Historically is quite known how important was for communism to show its reason superiority compared to capitalism, and chess as sport was used to prove that to the masses.
