Wasn't there another incident like this one a while ago where someone was caught cheating in a chess match OTB with a mobile phone ?

Cheating during an OTB match! What an outrage. I dont believe it! Impossible! What a crock. What a troll you are REB to even post that! How dare you talk about something that can't be done. You're just looking for attention!

Those caught cheating should be banned from rated play imo. Such losers shouldnt be tolerated.

Individual cheating must not be tolerated. Cheating should be done the old fashioned way, collectively. Individuals seeking to raise their ratings or win prizes by cheating should have to go through organizers and federations that cheat.

 Could you elaborate on what you mean by that? I'm unversed in the recent history of chess organizations.

Chess controversies, including cheating, have happened in numerous countries. One organizer became a master by submitting false results. FIDE had rating scandals, some of which it caused, some others were reports of tournaments that did not take place. There is much more, but that should be enough to get the point about collective cheating.
