Why ppl say that chess is 99% tactics so where is the 1%?

I think 99% is a bit high. but the rest is strategy, memory and calculation.

chess is 90 percent tactics, because that's who most games' outcomes are decided.

I would say chess is:

10% openings

50% tactics

20% positional knowledge

19% endgames

and 1% luck

I think it is a given that the better memory and calculation skills you have the better you will be at all area's

the way i play its

15% opening

25% tactics

30% position

25% end game

and 5% blind luck and some divine intervention
