I think 99% is a bit high. but the rest is strategy, memory and calculation.

chess is 90 percent tactics, because that's who most games' outcomes are decided.

10% openings
50% tactics
20% positional knowledge
19% endgames
and 1% luck
I think it is a given that the better memory and calculation skills you have the better you will be at all area's
