do you think it is wise to play someone who is a poor player and win big or play a good player and lose big ed

both serve  a purpose. playing a lower skilled opponent keeps you sharp and allows you to work on some strategies and tactics. however the only way you will ever get better and become a strong player is to challenge yourself with stronger players.

 I agree. Play stonger players (100-200 points higher than you) as often as possible, they will expose your weaknesses and show you where you need to improve. Ask them to go over the game with you when it's over, more often than not they will be willing to show you where you went wrong.
