I have heard about demoting a queen for 2 weaker pieces, yet I am having trouble finding the official ruling or information on when a move like that is applicable.  Any help?

No such thing. The closest you'll find is Underpromotion, which is where a pawn reaching the enemy back rank can be changed for a Queen (promotion) or any other piece (underpromotion).

No Queens in checkers; all checkers are created equal.

I think ChessDweeb was thinking of Kings as there are no Queens in checkers.

Thats because there are no rules regarding that. The closest u find with that concept is when trading minor pieces for the queen.....Cool

Sirsc you shouldn't let these bunch mis-inform you. When you and me play an OTB match I'll let you trade you queen for any two pieces except 2 King or 2 Rooks maybe 2 knights or 2 bishops (by only if I feel like it) and certainly 2 pawns but not if you have a pawn on the 7th rank (or maybe I will)
