    were sections will be marked U2400

    were each state has at least 5 GM's residing there

    were simuls will be given to CM-FM's alike and still won on all boards

    a elite GM is considered to have a rating 2900-3000

    women play at a 2700 level (oops already done)

    a 6 year old having a rating of 1600+

    the common prodigy is 2300 before he's 13

    a new title being created UM (Ultimate master)

    I don't really understand what you are getting at here. with the internet, computers and engines there will logically be many more strong players than there were in the past, but I don't think any GM has gotten anywhere near 3000 elo, even with these things. I don't see it happening any time soon either. right now the "ultimate master" is rybka and houdini I guess. no human is going to approach that kind of strength anytime soon without becoming some kind of cyborg.
