In a situation where a GM or IM soforth plays another player, when one resigns, they offer a handshake by extending their arm, give a slight nod and mumble "good game" without ever turning the King down in it's square.

So my question is, How does one offer a draw? Do you play a move then offer the handshake? Do you extend your arm and say "draw"? When I play my friends, we always go "Let's call it a draw" which is quite informal.

Play your move, say 'I offer a draw', and then press the clock.
