Draw or not?

In this diagram, white is trying to win the game, black is happy with a draw. Can white win?

no but black has slightly further up pawns and a good chance for king development

it's a draw... equal material and move advantage of black allow him to fight for a draw!.. if white don't understand the situation...

That looks like a white win. h5 will force black to accept isolated f and h pawns or not advance.  Then the white king gets in round the side and forces the f pawn through.  I say flying by the seat of my pants.

Nope, h5 does nothing of the sort. There's no way for white to force pawn moves since the black king is free to dance on the 8th rank.

 What if 2 g6 using en passant? If 2...Kg7 then white can play 3h5. If black plays 2...h5 then White can play 3 Kf4.

That's a draw but white can win provided black helps out by doing something stupid. Best play? A draw.

So far no one is considering issues of the opposition and of triangulation. The position is much more complex than anyone seems to realize.

"The position is a draw."    this is not a draw this black win  but 7.Kd4   and both players keep opposition and it is draw.

dalmatinac, sorry I gave a mainline where white took a chance and lost. What I mean is that the starting position is a draw. If you check the move list, you will see that it has 7. Kd4 with a draw. (I hope it's not too hard to check the move list.)
