Not sure what the general rule is. Wanted to get some opinions on whether it was incumbent upon the winner to offer or the loser to request a rematch. I mean as a rule of thumb in general circumstances.

I don't think there is a general rule. If it was the kind of game that made you think "Hey, I really like playing against this person," then the 'rematch' link just saves you a few steps.

i don't think there is an obligation to give the loserr a rematch, i actualy think the opposite, and let the loser chalenge me if he wishes for a rematch.
i think that the rematch is worthy only if the opponents wish to play a good game.
if the loser knows another game with me is worthless to him then he'll just dissapear, if he wants another one i'll grant him his wish.

I think the decision is ultimately whether you want to play another game. I don't think there should be a set rule for this. Sometimes, you just don't want to play again.
