I am playing in a big international tournament, and I only speak English. How then, do I offer a draw? I don't want to offer a handshake in case someone thinks I'm resigning.

First good luck. Someone there will speak English; its not really the best thing to just hope someone does but chances are so they may know. But yea the TD or someone will have rules on how you suggest a draw.
