    Qh7 is an excellent move!

    Except white is in check.

Except white is in check, but apparently it seems our iranian friend says its blacks move?!

I glanced when it said "white to move" and am now embarrased to have said q-h7 hehe

Well, I'm pretty sure move 1 is Kh2... Wink Then black draws via perpetual check.

Yup, but I think the op is saying somehow its black to move, which is a little strange seeings how white isnt out of check :)

Obviously it can't be black to move, it would be illegal! So I stick by what I said.

in this game seemed game is draw. but white don't want! and black continue with check.are there any law for game don't end with draw.

This is a draw. White is threatening checkmate, so black must use repeated checks to avoid a loss. The only other move that black can make to avoid a checkmate at Qh7 is pushing the g-pawn to g4, but this leads to  a lost endgame for black as the queen's are exchanged and the a-pawn is promoted. Black has to use repeated checks to draw by repetition.

It will be a draw when black repeats the position 3 times. (Qg3+ Qe1+ Qg3+ Qe1+...)

    Oh I see now!

Do the above, keep checking until the position happens three times, then claim draw.

If the White queen were on c7, the win would be easy due to the passed a-pawn and mate threats on h7. I guess the lesson here is that in "advantage" queen endings one must consider how they will shelter their king from checks.

Heck, move the a-pawn back to a2 and White still wins with the queen on c7. Tongue out

If white refuses a draw, black can just keep checking, and a perpetual check means a draw (a three move repetiton of the postion is a draw by the rules of chess)

This is what everyone is saying. Black has a drawn position. If black doesn't follow this then black will lose.

I have one question that Queen how many time can move and give check for white.then white have three place for move. so if white don't want to draw black must check for ever. this is right????

That is correct. It is drawn by repetition whether white wants it or not. If you are playing over the board potentially it could go forever if white doesn't want to draw. Online games generally force the draw and end the game once the 3rd position is reached. At least it does on this site.
