I think Chess Star's book on the Berlin Wall may qualify, but I think you're looking for something other than an opening book. Soviet Middlegame Technique was published last year, but it's a two volume classic reprinted in English for the first time into one great book. I'd highly recommend it but again not what I think you're looking for (you want a new one right?)
Grandmaster Preperation: Strategic Play was published last year, but that's too advanced for below CM.
Judit Polgar: From GM to Top 10 is certainly highly acclaimed, but I have no experience with her book series.
