9? That's not possible. Stalemate or checkmate would have to have occured before the ninth. In fact the question is interesting in that I'm not sure what the correct answer actually is!

Here is a position that has 9 Queens that is not Stalemate...so it is theoretically possible to have 9 Queens.

I'd be more interested to know the highest number of queens that have been on the board (in a relatively high-level game) when the game still has potential to go either way.  I think I've seen one GM game that had three queens on the board due to some crazy piece sacs and early pawn promotions, but it may have actually been only two queens.

erm.. I think 16, 18 isn't possible as not all the black pawns can get past the white ones by eating 8 different pieces as there are only 6 pieces, so 6 pawns pass + 8 white pawns pass +2 original queens = 16

the question is if there is a way to legally do this

There is a famous game, I think Alekhine was one of the players. It is known as the 5 Queens game. There never actually was 5 queens on the board, but it was a possibility in one of the variations.

I'll see if I can find it. If it's anywhere, it will probably be on Tim Krabbe's site.
