why c4 though? its the last thing that comes to my mind

You need to start a queenside pawn storm, preferably with b5.

b5 dxc3 leaves you with bad pawn structure, and black a fine d4 square.

cxd4 does the same thing

c5, then a3, then b4 gets the pawns rolling with no problem!

(10.c4) Makes sense because you keep the bishop at c5 biting on granite, but open a line for your bishop. Follow up with a3, b4, attack methodically.
