I don't think so. I doubt most people can archieve 2000 FIDE, even with a lot of hard work. Improving beyond that is going to be almost impossible for most people.
Nowadays people keep saying for nearly all great modern chess players that they are "talented".
Is there really no "Alekhine"-like chess player anymore, who has minimal talent and mostly hard work (at least compared to Capablanca/Carlsen).
