No, neither of those players are 1846-players. One's close though.

I've established that my chess.com rating is about 7000 higher than it would be OTB, so the rating system is critical context in answering the question.

I watched about half of that first game and couldn't take it anymore. What does that tell you?

I think 1800 is a strong player, in both case he played a system saving some time. the 2260 player didn´t manage well. so the answer is yes, he is a 1800 player.

Yes, these are blitz games. No alcohol, the loser is a comp.. 

I beat an IM in blitz when he was drunk......alcohol just kills your chess

If you think that's bad, too much alcohol kills your...well...use your imagination.
