of course isolated pawns tend to be (minor) weakensses, slightly more annoying when they are on an open file. Nothing is different about the d pawn. The term you are hearing describes a class of positions where there are more features present than just the isolated d pawn.

IQP can be weak or strong.  Tend to be an advantage in the middlegame providing space, force and support in the middlegame.  Tend to be weak in the endgame when they become targets that are hard to defend.

I'd have to check my library and see what books deal with it.  It is a frequent topic in magazines, chess columns and middlegame books.

It is a weakness when minor pieces get traded off. It is generally a slight advantage with all pieces on the board (I think it's something like 4 minor pieces = isolated queen pawn advantage, 3 mp = equal, 2 mp or less favors the person facing the iqp) because you get space and open diagonals and lines for your pieces and a natural attack. The isolated d pawn is better then say an isolated a pawn because it is a central pawn and controls much more critical squares and you are always threatening to push it to d5, getting rid of it and thereby opening the position, which favors you because your pieces are generally more activley placed.

i don't mind isolating my d-pawn in some openings, for example playing against the caro-kann (although my c-pawn really shouldn't be captured, but a lot of people take it from my experience:
