Is the chess.com rating system closer to the Elo rating system or the Fide rating system?

Neither really. ELO is the rating system that FIDE uses. Chess.com uses a slightly different system known as Glicko. You can read more about the Glicko system here: http://en.wikipedia.org/wiki/Glicko_rating_system .
