can a king and a bishop mate a king?

if there are pawns on the board, yes. if it is just two kings and a bishop then it is a draw.

A lone bishop and the king cannot checkmate the king.  

  If you have two bishops, then you can checkmate the king.

You can also checkmate the king with two knights.   

  A lone knight and the king can't checkmate the king too.

     This is why the bishop and the knight are considered to be

'minor' pieces.
