This is called the Grand Prix attack and is a prepared opening against the Sicilian.  It is not considered a real threat for black anymore at the highest levels but is still probably playable at our level.  There are many good articles on the internet about it; I would suggest starting there.  I will say that experts suggest playing Nc3 before f4 to prevent 2...d4.  An example line would be 1. e4 c5 2. Nc3 Nc6 3.f4 g6 4.Nf3 Bb7 5. Bb5 Nd4 6.O-O Nxb5........

My advice is actually never to get into that position.  If you're playing the black side the Tal gambit (2 ...d5) is considered to be better for black due to whites now useless pawn on f4. If you play the white side then you should play 2. Nc3 and then 3.f4 to avoid the above opening

Well, usually 2...Nc6 is played, and that seems to be best for black. This is then usually followed by g6, Bg7, Nf6 somewhere in the opening 10 moves, depending on white's moves of course.
