Has consideration ever been given to the idea of a player being allowed to pass, as one may in some card games?

You are not allowed to pass too bad, it is the rules and just try not to get in zugzwang

It would be fun to have each player have one tempo they could pass. So zugzwang could still happen if both players had their 'pass' saved. But honestly it would have such a massive effect on the game from openings on, that I can't see it being anything but a "house rule" type thing.

Passing is unnecessary. If one player passes, it gives reason for the other player to also pass because of a zugzwang.

Zugzwang is when you want to not move but you have to.
