Hello,
I own an Android device and would like suggestions on:
a) The best software to study PGN commented games. Would prefer a light pgn reader.
b) Where to download PGN commented files.
With both, I could study commented games anywhere.
Any ideas?

There're a couple of programs in the market. I only want to comment on two of them I know best because I'm the author of both of them :-)

and
https://play.google.com/store/apps/details?id=com.kalab.pgnviewer (trial version, pro version available for a small fee)
The first one is free, uses a different format for storing games, is targeted at big databases, and has a PGN import functionality. The second one I've created especially for viewing PGN files with easy navigation in mind. If you're missing a feature there I would be glad to receive suggestions.
