player cheated against me and chess.com did nothing about it

The exception being that his ISP managed to reestablish a connection where others did not. It happens.

As I understand the rules on chess.com for live chess an opponent who loses connection is given a short time period to reconnect before defaulting the game.
Recently I have experienced similar issues with opponents disconnecting briefly, then reconnecting multiple times. I have also witnessed similar from games I have been observing. I don't think the issue is deliberate or intentional from these players. More so I think it is a server issue that I'm sure chess.com will resolve eventually. Also I don't necessarily think the connection strength displayed for an opponent is very reliable.
If it's any consolation I viewed your recent blitz game against dubija and I think that mistakes were made from both players, so either result could have been the eventual outcome.
