ELO is a rating system named after Dr. Arped Elo, a statistician who helped set up the USCF rating system many years ago

There is NO reliable comparison between these. Anyone who tells you otherwise doesn't have a good grasp of how statistics work. Sorry, it would be nice to say, if you have this rating on this site, you will be rated about this much with FIDE, but, this just isn't possible.
Not necessarily. From what I've seen of what other folks say about their ratings, this seems to be the case often, but, there is no reason that it has to be that way.
