I am looking for software (freeware) that will let me create a board that does not require Kings to be placed on it. I like to make puzzles that I can print for students, on my blog, or in the forums at chess.com.
EXtra pieces like the king can really distract kids or take away from the dynamics of a position.

Just press the print screen button on your keyboard when you make the puzzle with the kings on it, use image editing software (Photoshop, GIMP, etc.), crop the picture and color over the kings with the same color as the square that they are on.

I think this will do what you want.

Both are good suggestions. One I can do on line the other offline.
