I've always found the two rooks superior to the queen if the other player has them; if he has the queen, then it is superior to my two rooks.

I'd also love to have the two rooks, but then you also have to consider the annoyance of the queen checks. It'll be hard to place your king in the right square.
right.. though it depends on the game situation, but still i would prefer to go with the 2 rooks..
I prefer two rooks for one simple reason- if a rook attack the Queen, the Queen has to move. If a defended rook is attacked by a Queen,it doesn't have to move. Also both rooks if they are not being blocked by any piece,they always have 14 moves to go. The Queen has (if at the center) has 27 moves- but only on the center. If the Queen moves away from the center, the Queen loses the amount of squares it controls. However to decide who is wining, you have to look at the position. According to math, two rooks are superior (also if you are being materialistic 5+5 is bigger than 9).
