I posted my answer in his game's comment section. The OP can see it when the game is over. Seriously, I don't think that there is a need to make such a big fuss when the opponent turn down your offer. It's normal and the opponent doesn't break any rules, regardless how annoying that may be to you and the rest of the world. There are chess rules designed for this.

There are also people who scream about when the opponent doesn't resign in a losing position. It's silly. If you think the position is winning for you, then show it to your opponent. There is no need for name-calling and bashing your opponent in a public forum just because he turns down your offer.

Criminy, let the guy play on and try his ideas instead of whining like a child.  You are already treading close to the line by posting an ongoing game for comments. 

If it's such an easy draw, you shouldn't have any problem drawing it, stop being a crybaby.

20 moves later and he is still shuffling his king around the board.

My polite request has been met with:

I have now complained to chess.com so lets see what they do

there is nothing they could do, except for the fair play policy will come in when the game is finish. 

I can't see their fair play policy having an effect. He's not stalling as such, he's playing moves. How can you prove that he knew he would make no progress?

The fair play policy is more for letting time run out in an impending checkmate position rather than resigning or making your moves.

He just admitted that he is just fooling around.

An arbiter could declare the game to be drawn.

Then they would have to for every game someone complains in. Bad precedent.

You have to go for the 50-move rule. Then you can just block the loser.

or the 3 fold repetition, that could have happen aged ago ? 

1. You really shouldn't be discussing a game that's in progress

2. Sometimes it's your job to draw the draw, even if it takes 200 moves
