Is the rating of a problem depend on who solved it for example if I solve a hard problem would the rating on the problem come down, and if I got an easier problem wrong does the rating go up?

I am talking the rating on the problems not my personal rating for problems.

That's how it works in principle, but the rating change doesn't only depend on whether you solve the problem or not, but also on how much time you take:

Yeah I think its relative.  When I first started I was like 700 on it.  Even though I've solved about 65% correctly (and I play it fast right or wrong) I'm just at 1200-1250.
