In my opinion, Fundamental Chess Openings is the best opening book, as it gives a good conceptual idea of why this opening works and not just moves or lines.

It is old but I enjoyed "The Ideas Behind the Chess Opening" by Fine. I have lost my copy and should buy it for cheap on Amazon.
