I was playing with my brother and he touched a piece then refused to move it even though we had been playing touch move for ages. END RANT
The rule is that if a player touches a piece, he must move it unless it is illegal to do so (for example, if a piece is pinned because it is in direct line of attack with the king than it can not move). In addition if a player touches an opponent's piece that can be captured, then they have to make the capturing move even if it is a bad move.
The point being is that your brother should learn to move the pieces in his mind and only after he has decided that the move he was considering is the best move in that position should he then touch the piece.
