How does USCF rank players at the end of a tournament when there is a large tie for a place (like there usually is)?

Also, my son played in the Primary JV under 700 division but according to the USCF standings, many of the pre tournament ratings were over 700, where is the logic?  What am I missing?

For example hereis the pre and post rating for reqular and quick of the person who came in first?  Obviously I missing what under 700 means, or how to interpret the pre and post ratings.

Thanks for the info- this was a scholastic chess tournament and upon further inspection of the final results it looks like the ties were in order from highest post tournament rating to least. As for allowing higher rated players- that does not seem to make sense to me since since there was almost 200 players in this division and a few in the had ratings above 700. I thought maybe I was reading something incorrectly. Thanks

Regarding your second question, often players are seeded into divisions based on their last 'official' rating published in something called the Rating Supplement.  The supplement ratings can be 'stale', especially for young players, whose ratings change at a fairly rapid pace.
