It was supposed to take place from June 23 to July 4 in Romania, with Carlsen, Anand, Karajakin, Ivanchuk, Radjabov, and Nispeaneau (5/6 in top 10).  This was confirmed just before the Tal Memorial began, but then the official website changed to say it will be played later.

I don't see how they can expect those top players to commit to an open-ended change, each has their own schedule already.
