Opening or Middle-game: N+B
End-game: R+P
One of the most common misconceptions that goes with chess is the cardinal rule that the knight and bishop are generally better than the rook and the pawn in most positions. This is not true in the endgame though.

Even in the end game the 2 pieces are generally more powerful IMO, unless the rook can somehow find a lot of activity
Facebook vs. Twitter vote chess game is an interesting one at the moment. Here it is 2R+P vs. R+N+3P
R+P. It has better winning chance. And draws easily by exchanging with either knight or bishop.
are we speaking strictly in terms of B,N vs R,P? Or does this just mean if you HAD to choose one or the other?
I know it's difficult to say because it depends on a position.
My choise would be: R+P
