It depends entirely on the position. In your example, neither, since it will be a draw unless someone makes a mistake.

i believe that if the king is in a safe castled position two rooks can lead to a safer promotion of pawns but a good player that has not allowed a king to castle can hold in a rook and chase the other with his king until a mistake is made.
