It's hard to tell with just looking at the rating unless it's 2000+ and a young kid. I remember some years ago playing an up-and-coming Darwin Yang. I was defending as black with a stonewall formation, and after about ten minutes of thought, he came up with a tactical breakthrough that blew my mind. Later when I plugged the game into the computer, it took the computer several minutes to discover the same tactic. That's when I knew the kid was eventually going to be a GM.

I know some 60+ year olds around here who would love to break 1200. The kid is a prodigy, by their standards.
At the time he was very young, but probably not six. More like around 9 or 10 at the time. He's 15 now and over 2500+ in rating.

Ive been playing 6 months amd i have a rating of 1365 standard and 1471 turnbase. is that good? I'm 17 dont know of that factors

I'd say that's pretty good.
I have 3 students, not sure of their exact ages, but as far as OTB ratings goes, one just finished 1st grade and is 1200, one just finished 2nd grade and is close to 1300, and one just finished 1st grade and is around 1050. At the club where I play, there are 2 1st graders above 1500 (Risisth and Balaji) and a girl who just finished kindergarten who is a 1400 (Agnes).
that is uscf rated, right ? that's pretty good for them.
