another form of vacation abuse?

    I am playing an "online" game where i was in grave danger earlier, but now it's a dead draw (opposite Bishops, full blockade). My opponent not only declines my draw offers --- i understand he has the right to do that --- but takes a vacation literally every second move.  I really feel he's trying to artificially prolong the game to annoy me.  Is there anything I can do?  I even considered resigning but I am afraid I could be accused of sandbagging, as my rating is now considerably higher than his (it wasn't when the game started).

    Thanks for any help or hint.
