Do you have to be a member for a certain length of time to post blogs?

My friend is having trouble posting blogs and making forum posts on chess.com. He has only recently created his account. Does anyone know if there's a mandatory amount of time one must have been a member to post?

You should be able to post straight away as soon as you open an account.
