Why I Can't capture En Passant? Is a bug or something? (Correspondence chess)

The pawn has moved from f6.  En passant would only available if the pawn had moved two spaces from f7 in the same move.

Because he only moved 1 spot ahead, not 2.

En passant is only possible when your white pawn is on the 5th rank, and black plays his pawn 2 squares , next to your pawn. Only then the en passant rules apply.
