There used to be a link on the Articles page (LEARN -> Articles) where you could submit an article. It would appear that chess.com has sufficient article writers at present.

and is accepting new articles only from either existing contributors or members with established chess credentials.

By contriburs you mean premium members?

just contact the staff and tell them what you are offering for the article.
