So, when will an account be resticted?  You give warnings?  And what  about the guys who wait on opening for the seconds to expire so they don't have to play?

    http://support.chess.com/Knowledgebase/Article/View/171/0/fair-play-policy

"On his or her turn, each player has 15-20 seconds to make their first move. If this does not happen, the game will be automatically aborted. This has a negative effect on the Fair-Play record of the player failing to move. (But if you hit Abort, it affects your record! It's best to be patient for a few seconds.)"

I never realised that there was a fair play record, and when people let their first-move seconds expire, they are harming this record for themselves.
