Lost rating points after 0 moves?

I resigned a tournament game before any moves were made and I lost rating points.  Was this supposed to happen?  I thought you could resign before 4 moves were played with no penalty.  Has this changed?

You lose rating points if you resign any game regardless of the number of moves. In regular games you have the option to abort games, in tournaments you dont have the option to abort.

 This is a recent change?  I'm confident that I have resigned tournament games in the past with zero moves without a reduction in rating points.

Unannounced change in policy on or before 3rd February 2009.

it seems fair to me. I agree that if u enter a tournament u should not have the choice to leave a game without a penalty. Good rule.

 I agree it is fair if one is aware of the change.  Unannounced rules changes are hardly fair, though.
