I know we're not to have a second account, but I would like to set up one for my father. Is this allowed, so long as I merely set it up for him and never access it again? He lives across the country, so I can't go over to see him and do it there.
Why not? It's for your father and not you. You're just helping him out. I'm sure the powers at be would understand. You could always just email someone at chess.com to get clarification. But I myself would just set it up. I like bending / breaking the rules!

I believe it is OK, I set a new account named "Toojooo" (should be Toojoo) for my son, he will start playing chess in Jan 09 at chess.com, he will only play with the rate lower than 1000 or 1100 ?
Cayman Islands is remarkably helpful in the matter of setting up multiple accounts

It won't become illegal until you start switching back and forth from the same ip address. I don't think it's even illegal to have two accounts on one person, so long as they're not used to get higher ratings by playing them against each other.

It says "you may only play chess under one account." I imagine some people would want to have a separate account for blogging or posting pictures, or whatever, and thus not allow others a peek into their chess games.

Well, if you have 3 people in the same house and they all want their own accounts...I don't think there can be anything illegal about that. I suppose just like in all things, the staff would have to decide what is misuse or abuse of the TOS.
