Open Seeks - "Action"

Can someone explain the "action" column on the open seeks page?  Seems like the players are asking for a ratings range in their prospective opponent, but what does "View" mean then?

 And are these numbers just requests, or requirements?

view means that you can play that game, so you can look and see what side you'll play and some info about your opponent.

the numbers are requirements. the VIEW means you can view it and then accept that seek.
